This little guy is a prince of some air Kingdom of sort, which is why he was born with blue eyes and hair and wears a blue outfit. You can also see that he has little wings on his royal head thing (can't think of the proper english word for that XD) and on his sword. Bad luck though, somehow, he's a fire elementalist! Which is why the gem on his throat that is the source of his magic is a ruby. Well that should make some people make fun of him or just be rude, so that would maybe explain why he looks like a grumpy little guy.
